Monitor and Alert on CPU Wait time

I would like to know the CPU wait time on my servers, especially virtual servers. I cannot find any way to get reports or alerts on this. Is there any way to find out the CPU wait time?

If this is exposed via SNMP you can create a Universal Device Poller to poll this information and display it on the web console, report and alert on it etc.
