Solarwinds Common Toolset API - IE Add-On Install Failure

I do not have the Engineer's Toolset installed on my PC, however I continually get prompted for the Toolset Integration Add-On in IE 7, 8 and 9. Unfortunately, when I opt to install this add-on to get the annoying Add-On prompt to go away, it doesn't install. Is there something I'm missing? I've tried blocking Add-on downloads via Security settings in IE, but I just another annoying prompt in that case that says Add-on download failed. Is this the expected behavior if I don't have the toolset installed? Any workarounds?

Finally got it to register something in the Event Viewer for me -

Unable to start a DCOM Server: {26700CD9-6157-4B72-B46F-EC93C952F19C}. The error:
"2"
Happened while starting this command:
C:\Windows\Downloaded Program Files\SWToolset.exe -Embedding

I'll do some digging on this.

Thanks, I have changed it to an Intranet site and it skips the Add-On warning and pulls up a UAC prompt. However, with domain admin and local admin credentials it attempts to install, but doesn't. However, I will try actually running IE as a local admin (vs. using UAC) and see if that helps. I will let you know the outcome.

Another thing I found was to close completly out of IE, then install: \\<ORIONSERVER>\c$\inetpub\SolarWinds\SWToolSet.exe

It doesn't always install if IE is open.

The following fixed the "swtoolset.exe" add-on problems on my system.

(Win7x32 sp1 w/ IE8 and UAC enabled)

Download the swtoolset.exe file (http://<server>:<port>/swtoolset.exe)
Copy the file to C:\Windows\Downloaded Program Files.
Acknowledge the UAC prompt.

It appears the add-on gets registered in COM, but the file doesn't copy over due to UAC restrictions.
