run-time error 429

Hi ,
I am try to install "Orion Network Performance Monitor V.7"
but at last step ( Install Services ) i see error of " Unable to load service configuration object : NetPerfMonService.ServiceConfiguration " and then see "Run-time error 429 , ActiveX component can't create object" and end installation.
enyone can help me .
