Ability to NOT show Alerts, Events, Message Center in Drop Down Broken

I noticed today a lot of user accounts that should not be able to see the Events, Traps, Syslogs, Etc... under Alerts & Activity can see them and even click into them. Verified all the accounts are set to No next to Show Alerts Menu etc...

Is anyone else seeing this and have a fix? I opened a high priority case but haven't heard anything in a few hours.
