After SP4 was applied to the Orion Server SQL Time Stamps were corrected.
BUT the SP4 patch to the Additional web poller had no effect and show Time Stamps that are off by 4 hours.
Opened a Case with SolarWinds.
Issued resolved.
After patch the configuration wizard did not launch.
Ran Config Wizard on Additional Web Poller and resolved the issue.
