MS TCP Loopback

Hello
I am doing research on Microsofts MC TCP Loopback connection. I can monitor this in Solarwinds but I am curious why these connections will show that they are running at 150% at times but the NIC itself seems OK...however I think this is a bottleneck on the few PS and Oracle servers. The article on MS TCP Loopback is long...so I was looking for a good short explantion and should I try to pursue the issue further.
