When should alerts and action trigger?

We have configured an alert to report when a UNIX file system is > 90% full and assigned this altert to a specific file system on a specific machine. When I did this, the file system was ca. 88% full. I copied several large files and brought the filesystem up to 93%. However, even after a half an hour, there is still no alert. I then noticed that there was another alert defined for this file system at 80%. So I removed the 90% alert and the files. The file system is now at 88% full, so there *should* be an alert at 80%, but I am still not getting an alert.
I reset the 80% alert be deselecting it, pressing DONE and then reactivating it. Still I got no alert. It was not until I copied a file again and brought it up to 89% that the alert triggered. I can understand programming logic and says not to report anything if the size hasn't change, but I have not configured it like that. As far as I can see, I am telling the system to trigger an alert if the usage is > 80% (assuming that the alert has not already triggered). So if the system waits until there is a change that is a bug IMHO.
Now I am getting the alerts in the Orion GUI, but it is not starting any alert action. It was not until I set the alert to a value that hat not been used yet (95%) and filled up the file system above that level that it finally triggered the alert action.
I removed the files back down to 88%, which reset the alert. I then set the alert to 90% and then filled the space to 93%. This triggered the alter and alert action. This behaviour also seems illogical to me.
Any input is appreaciated.
