Just upgrade NPM 9.5 to SP3 this morning and saw bandwidth util is 118%. is that normal?

This is a little high for what we would consider to be within the range of acceptable values. Sometimes, depending on the device, we see spikes over 100% but this is usually limited to a few percentages.
Things to check:
1. Make sure the interface speed for these interfaces is correct.
2. Check if this is a known issue with your device and if there is a firmware upgrade.
3. Use SNMP Browser or similar tool to test while the interface experiencing this load and see if the numbers are making sense:1.3.6.1.2.1.2.2.1.10 (inbound bytes)1.3.6.1.2.1.2.2.1.16(outbound bytes)Poll one of these values, wait 30 seconds, poll the value again and then perform the calculation:(((second value * 8) - (first value * 8))/time between polls)/maximum bit rateIf you get a number too high, then you know it is your device reporting these numbers. Otherwise, open a ticket with support and we can help you look at your device.

I haven't see that on any interface unless for instance i have a 10mb metro-e circuit running on a gig port, and have the port set to 10mb in orion, I will see spikes equivalent to 100mb.
I had one today that was 180% receive and 12% transmit. but it was a 10mb Metro-E that runs on gig link to the bell. The interface from the bell and on my switch are 1gig interfaces and they have it throttled back to 10mb.
Ohhh, kind of like this?
