Not authorized to view login.asp

I am having a problem that apparently has stumped the developers, so I thought I'd ask the public.

It seems the only way for anyone to access the SolarWinds Web page is to be a machine admin or domain admin. Anyone else that attempts to access the Login.asp is getting a page that says Your are not authorized to view this page.
Just a side note: to get the web page to work at all, I had to set Application Protection to Low (IIS Process). And yes "Anonymous access" is checked in IIS. There is no reason other non-admins should not be allowed to load the login.asp.

I think I'll scream the next time I'm asked to run the "Configuration Manager" or reload IIS. Don't get me wrong, I love this software!

Any suggestions would be GREATLY appreciated!

What about NTFS file permissions on individual website files?

Version of Windows?
Version of IIS?

NTFS Permissions on website files have "Everyone"

Windows Version: 2000 Server SP4
IIS Version: 5

Check off Integrated Windows Authentication in the IIS Manager and see what happens.

I'll like to know if Captain Morgan solved the issue of "Not authorized to view login.asp" back in 1994. Please if you did, could you share your experience will me. I am facing the same problem. Thanks
