I am able to create new Views and add them to existing TABs (menu bars), but how do I create a new TAB to contain multiple custom Views?
Currently the product doesn't support adding your own tabs. There is a feature request in for this.
It is also called the ability to rename tabs
Thank you byrona. I thought the "+ New Menu Bar" under "Select a Menu Bar to Customize" meant adding a new TAB. I mis-understood. Thanks.
Actually I want to add Custom named TABS too.

no, this is currently not supported and I think I understand why you need that but:
May I ask all of you what kind of data you would like to summarize under "custom tab"? would you like to have just one "custom views" tab or you really need more granular & logical sorting through custom named tabs? Can you please give us few examples?

We would like to limit the number of tabs for certain users/groups. The
standard Applications tab is okay, but we would like one for instance
Messaging or HR. So as below, for one team, I would remove SLA,
Virtualization etc.. add a new one called Messaging. And yes the first
part can be done by selecting none

Here I assigned Messaging to the ConfigsTab and that I cannot rename
