NPM server creating over 50000 connection thru Firewall

I have an issue with my NPM server creating over 50,000 connecting through a Juniper SSG 550 firewall. the next connection is dropped and the server as it is going throught he polling cycle just snowballs up until everything is marked down and unaccessable.

current set up is

NPM 10.4.1

need a way to limit the amount of SNMP and ping queries that can be sent at one time.
