NPM 9.1 SP3 High CPU Utilization

I recently upgraded my Orion NPM 9.1 to SP3 on both my Primary polling engine, and my Secondary polling engine. I noticed when I just had SP1 installed, that on my Primary engine, the "Solarwinds.BusinessLayerHost" process would consume all available memory. This would continue for a few days, and then eventually, I would notice it drop off.

Yesterday, I installed SP3, and I still see this same behavior.

Server Specs:
4 x 2.8 GHz CPUs
15 GB Free HD
4 GB RAM

This affects the performance of the website on this server when the CPU is spiked like it is.
