Can I stop our Orion server polling while we reboot our firewalls, otherwise we will get millions (well a few hundred) of emails saying devices have gone down?

You can use the Orion Service Manager to stop/start all services.
All Programs -> SolarWinds Orion -> Advanced Features -> Orion Services Manager.
what about using the unmanage feature for planned downtime?
I have 100's of devices, do I have to select each one by one and select unmanage, or is there a quick way?
If you are OK with not monitoring anything during that time I'd stop the services.
I know what you mean and I believe there is a way to say "If this X interface [or device, or whatever] is down, ignore up/down status". I think what you are referring to is Alert Suppression in the System Manager. You cannot use default rules for the devices at this point and would have to create new ones for the different regions. Just time consuming, but I think that would accomplish what you want.
Stopping the services and starting them may not solve your problem because (at least for me) Orion spits out that your interfaces are now back up...but for all devices...can be ugly.
You should be able to copy the default alerts and add those suppressions, just remember to remove the object from being monitored in the original alert and add them to the new alert you are creating.
