Alerts issue since upgrade

I recently upgraded to version 7.8.13 from 7.5, and now my altering does not work. The field in the 'Actions' tab under 'Edit Alerts' is blank where it used to contain a list of email addresses our alerts were sent to. If I click the 'Add Alert Action' button, nothing happens. The odd thing is, if I use the Database tools and query the 'AlertActions' table, there are rows with information in them but they do not show up under that feild I mentioned above.
I simply ran the new install file and reinstalled overtop of the existing installation. I then rebooted and had to run the wizard again, but all of my maps and nodes came back just fine. Thus alerting thing was the only issue I can see now (and obviously most important).
Has anyone else run into this issue, or maybe have any ideas as to what might have caused this, and maybe how to repair it? I sent an email to SolarWinds support, but I figured I would ask here as well....
