Here is the situation. During a migration, the old server was turned off for a few days.
Of the migration day, we needed to turn on the old server to deactivate the licenses and move them to the new server.
However, it can take Orion web console some time to become responsive and during that time it could be sending out hundreds of emails. One client claimed to have received 1000s of emails during a migration - in actually only 550 emails were sent out.
One quick solution is to turn it off in the database. Quick and simple and done in less then 60 seconds.
