bandwidth on interfaces - source of info??

Does anyone know what value the transmit and recv bandwidth fields pull from a cisco device?
I would have expected the bandwidth statement on the (sub)-interfaces.
I changed them to 56k on the router and in Orion (in the interface details in NPM).
Came in this morning and they were back to 16k (CIR) instead of 56k (line speed).
I'm baffled because I don't have any idea where it would be pulling this from??
