The situation is basically we use EOc to monitor our customers NPM's. We have a potential new customer who already uses EOC. Can we monitor their EOC with our EOC? If not do you have any suggestions as to how to make this work?

EOC cannot monitor another EOC. The only suggestion is to add all those Orion servers monitored by your customers' EOC into your EOC.
