EventID: 4001

I'm repeatedly getting this error in the SolarWinds Event Log

Service was unable to open new database connection when requested.
Exception Keyword not supported: 'provider'.
Connection string - data source=[datasource];initial catalog=NetPerfMon;password=[password];user id=[UserID];application name=Syslog Service;connect timeout=20

Does anyone know where the connection string is located so that I can check it? From the research I've done the code is all encrypted, so I'm not sure where to look next.
