Is there a way to get average utilization and max min for just working hours rather than averaging 24 hours? Trying to figure out how to do is.

No problemo. This report will give 95th Percentile data per circuit (inbound/outbound) and will do it based on local site business hours (8am to 6pm) Monday thru Friday. You can adjust the time of business hours as well as what days of week to ignore.
I have uploaded a zip file that contains my report as well as the functions that are needed to make it work. I also put a screenshot of how my custom properties look so you can model after them.

If you are a global organization and have offices in different time zones it will require a bit more work. I use custom attributes on the interfaces that I care about and store the value in hours in relation to GMT timezone. For instance one office could be -3 and another could be +3 depending on its relation to GMT time. I set all my solarwinds pollers to poll in GMT. Then I wrote custom SQL reports that show 95th percentile data for business hours during the week by offsetting the custom attribute based on the GMT time stored in the database for each circuit.
