Nodes with High Response Time after X time

I would like to use the Nodes with High Response Time resource for my NOC view, but I find there are frequent times where transient latency occurs causing several nodes to display for 1 polling cycle.  Since this is for my NOC view and I only want "real" issues to be displayed, how can I filter so it only displays nodes that are in this state for longer than 1 polling cycle or X number of minutes?

Does no one have any ideas?

Again, all I'm looking for is a way to make "Nodes with High Response Time" only display nodes where that condition = true for X number of polling cycles or minutes to help eliminate transient latency aka "false positives"
