What permissions are required in Azure to monitor Azure Network Gateways

I've given our App account reader access to that subscription, and I can see gateway networks, but traffic in/out and S2S connections are not showing.

These are ExpressRoute connections.

This is in the Virtual Network Gateways tab under Cloud monitoring.

I can't find this in the documentation.
