Trigger alert for value in a new table

I have a new table that's being populated by an external process. I'd like to know how to integrate the table so that its values can be tracked and alerted on when changed. How can you write alert criteria for data in another table besides the Nodes table?

If you've created a customer table, there's no way to integrate it with the advanced alert engine.
