Custom Icons tiny in select graphic GUI

Anyone run into the problem of creating custom icons (saved as .wmf), but they show up as really tiny in the select graphic GUI?

I am unable to select them, they are that small...

Is this a new problem in 8.1 or an existing problem from previous versions?

This is existing - through every version from 7.x up.
