Application Monitor that Can Sense Paused Service and Potentially Run Script to restart

I have a customer that asked for a custom alert from me that I can't figure out how to accomplish. In discussion to me it sounds like he wants solarwinds to be able to see when his service is in a paused state and then restart it with a ps script. Then there is the whole time frame thing which I think I will take on second, if I can get the first part to even work. Anyone know if this is possible.

Here is the request I received from him.

Please add monitoring to our server and its service "EMC Captiva InputAccel Server" "D:\Program Files (x86)\InputAccel\Server\Server\binnt\ias64.exe"

Will need notification sent to me.

1. notify in pause, stop for longer than 15 minutes. during 6AM-8PM repeat every hour. Notify once if more than 1 hour from 8PM to 6AM.
2. notify if started

Actions: attempt to start the service automatically if stopped in between the hours of 2AM - 6AM if in stop,pause condition.

Please let me know if this is doable.

Yeah this is probably something I would just do with a custom powershell monitor.  That way instead of having to poll the data then build an alert in orion to launch a powershell script to try and fix the issue I can just fix it in the same script, something loosely like (untested semi code)

Use the fancy new fangled devops strategy of shortening the feedback loop.
