I have a special request to monitor two services with APM so they are normal when 'stopped'

We have two servers with two exact services names. On the Primary server I need to know that these are always running, but on the Secondary I need to know when these are always stopped. However, as I monitor the Secondary with always stopped services, it shows up as critical. I need this one to be normal not critical.

Is there any way of monitored these for 'stopped' being normal/not critical?

Windows.

APM monitors Server-1 which runs services SCHEDULE & WATCH

APM monitors Server-2 which has same services, SCHEDULE & WATCH, but these will stay 'stopped' until needed. But being stopped, it shows as Red/Critical.

(My only offering so far has been to set it as 'unmanaged' but that's really not what we want to do with it).
