Solarwinds 2019.4 RC2 NPM Availability and Response keeps failing

We have a main polar, remote polar and additional website. We were on 2019.2 HF2 upgraded to HF3 then upgraded to 2019.4 RC2 now with the developer assisted team. Now the main polar is picking up an issue with the below screenshot attached.

I have stopped and uninstalled the collector and the JobengineV2 then it will work after a few minutes and then after a few hours it will stop. I don't know if anyone had this issue before. The remote polar works fine with 2019.4 RC2 but the main polar is the issue. Is there any thing I am missing. There is about 4800 objects on main polar.
