Can any module of Solarwinds do monitoring of folders and its respective sizes. Also does it monitors who modified the folder or file and how and when the size increased.

Yes, I uploaded one a while back, does everything you ask except state who made the change. If you are polling every few hours this will allow you to chart when changes were made and by what size: Folder Statistics
Also ARM has capabilities in this area as well

One more thing here, can we monitor "Monitoring windows File Storage/partitions" like we should get an alert us when Windows volume are near capacity, but they also provide us details on directories/files that are being modified thru graphs/screenshots. As an example, a file server volume that is used by everyone in the company, we need to know who’s modifying/dumping large set of files in which specific directory, so we can ask user in question to move/clean the files. Let us know if any of the Solarwinds module can do.

There is one module of Orion that might be of interest but it only meets half of your requirements. When you want to monitor files and server configs (registry) then take a look at the Server Configuration Monitor that shows you what was changed, when and by whom.

There is currently no product from SolarWinds that would meet this kind of requirements / use-cases fully I'm afraid.
