Is there an APM available for Enterprise Vault 2007? I can't seem to find one.
If there isn't one available, what would be a suitable generic APM to use to monitor my EV services?

You should be able to build a template for Enterprise Vault 2007 by using the APM Windows Service Monitor functionality. In the documentation there is a step by step example of how to build your own template that includes the use of service monitors.
