"Could not find stored procedure 'dbo.upgrade_NPM_RoutingTable_Flap_UpgradeNeeded'" error when installing SAM?

When installing SAM (Solarwinds Server and Application Monitor) 6.6.1 (Solarwinds-Orion-SAM-6.6.1-OfflineInstaller.exe) as a stand-alone service (following Install Orion Stand-alone SAM article), getting this error message:

Website configuration failed:
• • Could not find stored procedure 'dbo.upgrade_NPM_RoutingTable_Flap_UpgradeNeeded'.

Wondering if anyone else has seen it and knows what to do.

Fully uninstalling, deleting the existing database, and then re-installing (using the same offline installer) - resolved the issue.
