Cannot get Adv Alert to work for bandwidth utilization. Alert state is always 3

Orion 8.5 sp3

I've configured an Advanced Alert if xmit utilization OR recv utilization are above 50%. I am generating traffic to our test router to keep the recv utilization above 90%.

However, I never get an alert event logged or an email. NPM shows an active alert, but the Alert State = 3. I think 3 = Warning, so it's not really triggering. WTF? How can I get this alert to actually alert?

I opened a ticket on Friday w/ Support. No help at all yet.

Would ti be possible to see how you have the alert configured>? and what is the case number you reference?

I originally had a couple more conditions (latency, packet loss) but decided to simplify the trigger condition to get it working with just one thing, then add the others.

It looks like this:

Trigger when all apply:

Interface Alias equals intxyz

Trigger when any apply:

xmit percent util is greater than 50

recv percent util is greater than 50

It triggers like I would expect, but the Alert State is always 3, so none of my Trigger Actions get executed.

I should add that the Reset Actions ALWAYS work when I stop generating traffic and the utilization drops back down:
