licensing

I want to know do we need multiple licensing to access the Orion with different user account having different permissions or can i do it with one server license installed on a server and use the web console with different user account created under admin. If we need licensing for distributed control how is it going to work.

Orion is not licensed based on number of users so you can have as many users as you want accessing the system via the web console.
