Help setting up interface alerting

I having trouble finding what SQL query means up, down or what? I would like to setup an alert if the administrative status and operational status is not equal to up alert.

I have encountered this issue before and was resolved by doing the following:
Close the Advanced Alert Manager and re-open BUT this time right-click the application and select "Run as Admin"

This usually happens on Windows 2012 due to permission issue.
