SERVER 2012 FAILOVER CLUSTER - "RESOURCES: RESOURCE FAILURE and Messages Outstanding"

Has anyone ever dealt with these issues in Windows. These counters are critical in Solarwinds since both are supposed to be 0.

Resources: Resource Failure is at 10 and Messages Outstanding is over 200.
