We are running 2018.4 NPM 12.4, and none of the HP devices have Network Availability Statistics.
The devices are being polled and show up/down, SNMP is working and reporting CPU and memory statistics, as well as other SNMP polled settings (hardware version, software version etc).
Polling is set to 120 seconds, and collect statistics every 10 minutes.
Palo, Cisco, Linux, Windows and other systems and devices are reporting availability statics with no issues.
