I am having difficulty with downloading configs from Configuration Management - 90+% of the time I get a timeout/bad username.
Also, I would like to know about config mgr scripts and variables - I would like to start scripting.

Regarding config downloads, NCM accesses devices based on the credentials you setup. It sounds the credentials associated with the NCM account you're using do not have permission to access your managed devices.
Try these things:
First check your Device Login & User Account Crendentials setting (Settings > NCM Settings > Security).
Global
If 'Global' is selected under Device Login & User Account Crendentials, then verify the Global Device Defaults are accurately setup (Settings > NCM Settings) for your network devices. This means that the username and password values are valid on the devices themselves.
Individual
If 'Individual - User Level' is selected under Device Login & User Account Crendentials, then make sure your User Level Login Credentials (Settings > NCM Settings) are appropriately defined for the account you're using to login. Also verify that
your account has at least the WebDownloader role associated with it (Engineer or Administrator also will work) in Manage User Accounts (Settings > NCM Settings).
Setting User Level Login Credentials
These credentials enable you to access network devices with NCM user credentials instead of credentials defined on each network device.
To set user level credentials:
1 Open the Orion Web Console.
2 Click Settings.
3 Click NCM Settings.
4 Click Manage User Level Login Credentialsunder Security.
5 Enter a valid NCM user credentials (Username/Password).
6 Select an Enable Level if you want the account to a specific level of access on relevant network devices.
7 If you select an Enable Level, enter the password that pertains to this level.
8 Click Submit.
