memory used is over 100% at windows 2000 or 2003

a lot of windows 2000 and 2003 with physical RAM 6G but we saw the "memory used" is over 100%.

I have got the same problem, its showing over 200 % utilization of memory, but actually windows monitoring showing less than 70 %.

I see this on linux boxes too (2.4.x), 178% used at the moment.
Application Monitor is even worse, it doesn't take into account shared memory:
name/num copies/cpu%/memory use/mem%
fooprog 39 copies are running 20 % 30.3 GB

This is due to Microsoft combining physical and virtual memory as one figure for usage.
For 2003 servers, monitor Phyical Memory under volumes instead. You should find it is more accurate.
Something I might toy around with if I get the chance, is moving the 2003 SNMP files onto a 2000 box to see if it sorts it out. (Worked moving 2000 to NT previously)
