Orion 8.5.1 SP3 & Additional Web Server

Question

I've been having a difficult time properly installing SP3 for Orion on my Additional web server. The installation is successful but the new AJAX resource is not available and the service pack is not listed at the bottom of the page.

I've manually extracted "C:\Program Files\Solarwinds\Orion\NetPerfMon-WebSite.zip" but that didn't help. Any idea what the problem might be?

I can't even get the files to download.  I get the following when I click on Orion in my portal :
