Is there a way to monitor a dhcp server to confirm that it is serving addresses.

Um, how does one monitor UDP ports? The best I can guess is to create a windows script monitor that does a netstat looking for those ports. Any other suggestions?
APM has a default template named: DHCP/Bootp Server
It contains two udp port components. it might be misleading as the component type is called "DNS Monitor - UDP" although you can specify whatever UDP port to be monitored.

Under which platform is running your DHCP server? Is it a Windows 2003 DHCP server? A Linux/Unix ISC DHCP server?
The first thing to monitor regardless of the platform would be the UDP ports 67,68 , but that does not tell if IP addresses have been served.

The DHCP Servers are generic Linux based servers at the moment.
A add-on MIB for Net-SNMP can be installed to monitor information from a ISC DHCP server:
dhcpd-snmp is an extension for the Net-SNMP agent and the ISC DHCP server. It allows you to monitor and track the address usage of your dynamic IP address pools through SNMP.

Once you know which OIDs you wish to poll, you can use the Universal Device Poller Utility to poll those values.
In order to have the APM information and the UnDP information for that server, you might want to create a dedicated Node Details view for the DHCP servers where you see the status of the ports, the results of the UnDP and the common statistics.

I kept browsing the big internet and found a perl script on the cacti forum which returns the number of ip addresses belonging to a specific pool by analyzing the dhcpd.leases file.
You will have to modify it to fit it in a Linux/Unix Script monitor component in APM but that should help you to start writing a script if you choose this solution.
