Erroneous packet loss?

One of my site routers is continually showing high packet loss, but running pings don't seem to agree with the data that Orion is giving me.

Running Orion version 7.4

Has anyone else run into this, and are there parameters that others have changed to fix this? (perhaps timeout values?)
