APM application status saying down when its up

Just went to APM sp2 to see if it fixed my issue. We went from 9.0 to sp1 then 9.1 then sp2. Everytime I upgrade I have to redo my APM monitors that use WMI. Now I am getting that they are all up but the application is down.

I waited and reboot several times and it still the same issue.
