Availabilty report

I've been running the Availability report over the past couple of months and found that August was 98.56% and so far this month it was 99.18% which I though great were getting somewhere.

But my question is that when I change the date in the report back to last month the result it reports is 99.18% in fact if I change it to any month since ONPM has been live it gives my 99.18% availability for that month.

Has anyone else experienced this or a similar problem with the reports?

Would I be better off getting a copy of Crystal reports and using crystal instead of report writer?
