A list the 95th Percentile Average CPU Load over the past 30 days for all servers which are > 75% CPU

Is it possible to create an Orion report which lists the 95^th Percentile Average CPU Load over the past 30 days for all servers which are > 75% CPU Load for the 95^th Percentile Average?

I am hoping someone out there has had some experience trying to do this and/or maybe point me in the right direction..
