should "test" button in action manager tab do the same thing as "simulate" in alert wizard?

Question

because I'm getting slightly different behavior between the two. When testing a component alert "simulate" populated all the variables but when using "test" the variables did not get populated.

Test button actually checks and confirm if the assigned alert action can be done. It does not necessarily populate variables, unlike the simulate button.
