You can definately utilize a 3-tier approach for your Web - Polling - Database deployment. You simply need to purchase the SolarWinds Additional Web Server (one of the products under Orion Scalability Engines).
You will still have the normal Web Console Portal running under IIS on the SolarWinds Orion Polling Engine Server, but you obviously don't have to access it from there. You will be able to channel all user access to the SolarWinds Web Portal through the Additional Web Server.

You can separate your database from your backend and website, we suggest you do this. But, you cannot separate your website from what you are referring to as the backend. That is not a supported scenario. If you find the website experiences heavy traffic, we have additional website packages available.

Sorry, I didn't mention that you can find the installation instructions in the Orion NPM Core Administrator Guide, Chapter 2 - Installing SolarWinds Orion Network Performance Monitor. This will give you the information necessary to install the Primary Polling Engine and the MS SQL Database. The instructions for the Additional Web Server will come with that application. Hopefully these will provide everything you need.
