I need assistance with alert config

I have configured two http components for my APM monitor for a server. I need to alert only when both of the components fail not just one. I am not sure how the logic actually plays out with what I have configured but it does not. work. The first screenshot shows the events triggered - but my alert never fires.

Can someone please tell me what I am doing wrong? Thank You.

Try formatting this way with the last trigger indented.

Trigger alert when all of the following apply

Component Name is ...

I had actually tried that and it didn't work. Maybe a different approach. In the actual application configuration - is there a way to configure it so that the application isn't failed unless both conditions are failed?

What this is is two http probes. The intention is to check to see if the Internet content filter is functioning - one against an inside server and one against an outside server . The problem is - when the internal network/server is not busy it can answer faster than the content filter can. We only want to alert when the internal and external fail.
