How to restart a Windows Service if an HTTPS application fails

I would really appreciate any help.

I have a web service running on Windows, NOT IIS. The web page sometimes is unavailable but the service is still up.

Is there a way to restart a Windows service if a monitor on an HTTPS site fails?
