Is there a way to upload new firmware to NCM and flag that as my "recommended" version for a device type? Than create a report telling me which are not compliant and in need of an upgrade?

While not exactly what you are asking for, but a report on IOS version should be able to get you that information. just have it exclude your "recommended" version.
