NCM cisco device access

Is it possible in NCM to have it act as a device access manager and restrict device access? I would also want it to set a workflow change notification before a user can make any device configuration changes, this would force the user would have to go through an approval process prior to gaining access? About your first request, are you talking about setting up NCM as the ONLY way to access to your device console and control credential of users allowed and not allowed?
