mapmaker with Tranditional Chinese

I am using:
windows 2000 server English Edition with Chinese(Taiwan) for "Your locale(location)" and "Tranditional Chinese(default)" in "Language setting for the system " in "Regional Options"
windows 2000 SQL server Service pack 4 build 2195 English Edition
Orion 7.05
when I using mapmaker with Chinese character in it and save the map.
Then the map will become empty when I open it next time.
Please help me!
It will be a excellent software if it support more languages!
