Is there anywhere to get the ones that come as part of the NCM install? I don't know if someone had accidentally deleted them on my server but I cannot find them at the moment.

If you are using the newest version of NCM you would be able to download some of the Configuration Templates via the Shared on Thwack section. Whether you use PCI or DISA STIGs, the Configuration Templates should be able to work for both. The DISA STIGs are a little more precise in the configuration but if there are specification configuration templates please let me know and I can generate them for you.
